Proposed Commonwealth legislation: Spring 2006

Commonwealth Parliament resumes today and will sit until 17 August.

The Government has released a list of Bills to be introduced (pdf).

The Bills marked for introduction and passing include:

Anti-Money Laundering and Counter-Terrorism Financing Bill *

Anti-Money Laundering and Counter-Terrorism Financing (Consequential
and Transitional Amendments) Bill *


  • implements the revised Forty Recommendations released in June 2003 by
    the OECD-based Financial Action Task Force on Money Laundering and key
    elements of the Task Force’s Special Recommendations on Terrorist
    Financing (the Recommendations set the international anti-money
    laundering and counter-terrorism standard)

Copyright Amendment (Technological Protection Measures) Bill *


  • implements Australia’s obligations under the Australia-United States
    Free Trade Agreement concerning circumvention of technological
    protection measures

Customs Amendment (New Zealand Rules of Origin) Bill * Customs Tariff Amendment (New Zealand Rules of Origin) Bill *

  • • amends the Customs Act 1901 and the Customs Tariff Act 1995 to incorporate changes that will result from the amendment of Article 3 (Rules of Origin) of the Australia New Zealand Closer Economic Relations Trade Agreement
          

Customs Tariff Amendment (2007 Harmonized System Changes) Bill *

  • • amends the Customs Tariff Act 1995 as a result of the third review of the Harmonized Commodity Description and Coding System by the World Customs Organisation
          

Privacy Amendment Bill (No 1) *

  • • ensures that, in the event of an emergency or a disaster, Australian government agencies can exchange personal information with each other, private sector organisations, non-government organisations and the states and territories

Broadcasting Legislation Amendment (Digital Television) Bill *

  • • implements the government’s decisions relating to the outcomes of the reviews of the digital television regulatory framework and the government’s election commitment regarding the future allocation of commercial television broadcasting licences
          

Broadcasting Services Amendment (Enforcement Powers) Bill *

  • • provides a more appropriate gradation of broadcasting regulatory powers for the Australian Communications and Media Authority in relation to civil penalties, infringement notices, enforceable undertakings and injunctive powers
          

Broadcasting Services Amendment (Media Ownership) Bill *

  • • repeals specific restrictions on foreign ownership in the Broadcasting Services Act 1992 and introduce an exemption mechanism to the cross-media rules
